Every living program writes its own press. Close-out is when someone outside the shop is invited to say whether the press was deserved. In 1995 the CIA commissioned an external evaluation of remote viewing, commonly discussed as the AIR report (American Institutes for Research). Reviewers included statistician Jessica Utts and psychologist Ray Hyman, who did not agree on the scientific status of the anomaly but whose public takeaway for intelligence use was blunt: operational utility was judged insufficient to continue the program.
What was asked
Not “did a viewer ever say something striking?” The consumer question: did this help us do the job at a level that justified the shop? That is procurement philosophy, not a training curve. Internal Grill Flame-era reports sometimes speak in hits, stages, and self-evaluation. External review spoke in utility. You may not honestly quote one as if it were the other.
Two ledgers, one shelf
A complete education in this archive is the tension between those ledgers, not a choice of team. Session files will seduce you with sketches. Project reports will seduce you with percentages. Close-out will seduce you with a door shutting. Read all three. The STAR GATE collection holds them together on purpose.
What a modern lab is not
This machine’s forced-choice trials publish chance baselines (for example Color Lock 1 in 4, Target Lock 1 in 16). That is not AIR’s question, and it is not a rehabilitation of STAR GATE. It is a small game with visible odds.
