Declassified PDFs (including CIA-RDP96-00789R002100220001-4) define remote viewing as claimed description of remote or concealed data by unknown mental processes, and they state a purpose: intelligence support. That is how DIA said the quiet part in staff English: we are trying to use a mental claim as a collection tool.
What success would have meant
Purpose statements tell you the consumer. Success here is not a weekend workshop and not a documentary. It is an answer a desk actually asked — location, layout, activity — at a quality someone downstream would use. Internal files can sound like a shop proud of its craft. That pride is not the same as a customer.
