Robert Monroe numbered states the way a school numbers rooms. Focus 10: “mind awake, body asleep.” Focus 12 and higher were sold as expanded awareness; out-of-body reports sit in that pedagogy. LTC Wayne M. McDonnell’s 1983 INSCOM assessment (CIA-RDP96-00788R001700210016-5) repeats the map because he is describing a civilian course, not because the Army had calibrated Focus numbers against ground truth like a radar.
What the numbers were
They were Monroe Institute training language. A paying student put on headphones, followed a voice, and was invited to notice bodily quiet, then wider phenomenology. McDonnell’s memo treats those reports as trainee experience inside a system under review. It does not treat them as a validated collection channel. There is no declassified table that maps Focus 12 to a hit rate on a shielded target.
OBE is not remote viewing
An out-of-body report is a first-person story about the felt location of the self. Remote viewing, in the STAR GATE sense, is a claim to describe a designated remote or shielded target without known sensors — monitors, coordinates, sketches, later feedback. Gateway’s OBE language is phenomenology of a training weekend in Faber. Grill Flame’s session files are tasking at Fort Meade and later argument about intelligence utility. The document trail keeps them apart more carefully than internet retellings do.
How not to mash the archives
If you mix Focus-state lore with Grill Flame packets you get one myth and two ruined reading rooms. Read McDonnell for audio and attention. Read STAR GATE for remote-viewing bureaucracy. A long quiet sit at the border of sleep is a modern timed listen on this console if you want one — hospitality, not an operation, and not Monroe’s numbered map.
