Analysis and Assessment of the Gateway Process
An Army lieutenant colonel sat down with a civilian training system and tried to say, in the language of his service, what the audio was doing to attention. The paper is famous. It is also an assessment — not a discovery, and not a weapons file.
On 9 June 1983, LTC Wayne M. McDonnell wrote to the commander of the U.S. Army Operational Group, INSCOM, about the Monroe Institute’s Gateway Experience. The memo now lives in the CIA Electronic Reading Room as CIA-RDP96-00788R001700210016-5. Internet shorthand calls it “the CIA Gateway files.” That is sloppy. The paper is Army, the training is civilian, and later CIA custody of the PDF is not authorship.
Who wrote it, and for whom
McDonnell was an Army lieutenant colonel assigned to look at a private school in Faber, Virginia. Robert Monroe’s Institute sold a course: headphones, a voice, numbered Focus states, and a house technique called Hemi-Sync. INSCOM’s interest was whether that package could quiet a body and hold attention. The addressee is a commander, not a lab journal. Read the genre: staff assessment, not a discovery paper and not a collection ops plan.
What the audio actually is
The durable core is older than Monroe. When each ear receives a slightly different pure tone, the brain can form a beat at the difference — Heinrich Wilhelm Dove described the percept in 1839; Gerald Oster revived it for a modern audience in Scientific American in 1973. Monroe layered that dichotic trick with other sound and pedagogy. McDonnell translated the shop talk into 1983 staff English: hemispheric synchronization, frequency-following, coherence between channels.
What else is in the memo
The paper then walks into Focus 10 (“mind awake, body asleep”), trainee reports of expanded awareness, and spacetime / holographic metaphors drawn from then-popular physics (Bohm, Pribram). Those later sections are the author’s synthesis. They are not a satellite photograph of another universe, and they are not the same claim as STAR GATE remote viewing. Mixing them is how the internet makes one myth out of two file cabinets.
