Robert Monroe built a private school for attention. Intelligence officers studied it the way they studied any tool that claimed to change the quality of mind. Interest is not ownership.
Robert A. Monroe was a radio executive who, from 1958, reported out-of-body experiences and then built a method around sound. He founded what became the Monroe Institute of Applied Sciences in Faber, Virginia (public programs from the mid-1970s). The house technique was Hemi-Sync: layered audio, including binaural beats, plus voice, aimed at numbered Focus states. U.S. officers later wrote it up. That is not the same sentence as “the CIA ran Monroe.”
What the Institute was
It was a private school with a catalog, a campus, and paying students. Lie down, headphones, a guide track, Focus 10 and up. Patents associated with Monroe’s audio methods appear in the 1970s and around 1990. The product was civilian. The FOIA trail exists because government visitors took courses, filed trip reports, and — in McDonnell’s 1983 INSCOM memo — tried to say in staff English what the headphones were doing to attention.
What entered the archive
Look for course schedules, after-action notes, and CIA-RDP96-00788R001700210016-5. You will not find a secret second campus or a government org chart with Monroe on it. Interest is documented. Ownership is not. The Institute remained a private organization — and it still is. Analysts treated it the way they treated other tools that claimed to change the quality of mind: they went, they listened, they wrote.
Three things the internet glues together
The dichotic beat — real, headphone-bound, measurable as a percept (Dove; Oster). Monroe’s pedagogy — Focus numbers, OBE reports, a paid course. Remote viewing — Grill Flame / STAR GATE, monitors, coordinates, sketches, a different claim and a different paper trail. You can study all three. You cannot honestly treat them as one machine, and this console is not a fourth campus in Faber.
